how can the blindspot under the scanner be filled with plausible points ?

Well, it's always a bit tedious, but you should always start by using the scissors tool (https://www.cloudcompare.org/doc/wiki/i ... ation_Tool) and isolate some point around the hole (on all sides).
Then with the resulting cloud, either you fit a plane (Tools > Fit > Plane) if it's flat, or you create a 2.5D mesh (Edit > Mesh > Delaunay 2.5D). Then sample points on either the plane or the mesh. You'll probably want to use the Scissors tool again to remove the overlapping parts. Or you could use the C2C distance computation tool.
Eventually you can merge the resulting cloud with the original one.
