2D Polygon Facet [No polygon only contour points]

Hi,
Trying to convert point cloud (PLY) to meshes (OBJ) by using Tools>fit>2D polygon (facet). However, able to obtaining only Contour points and not 2D polygons.
Using version CloudComapre 2.12.0(Kyiv). Can someone help me out on how to obtain the 2D Polygon so, I can export as mesh?
Not sure if I am missing something. Tried the steps and went through the forums, however, cannot figure out how to fix this?

You can try to disable the option named 'When moved, decimate meshes over XXX triangles' in the 'Display > Display settings' menu.
