Newbie needing help with smooth 3d graph from 10x10 CSV matrix

Hi, sorry but I'm finding it difficult getting my aged head around this ...

I have a csv file of a 10 by 10 matrix and I need to create a smoothed 3d graph.

I have tried many times but the best I have been able to achieve is a rather spiky graph.

Is there somewhere a tutorial that could steer me in the right direction ???
