Progress Dialog Placements?

Is there a way to control where a progress dialog appears when running a command line instance in silent mode?
Are my progress dialog even supposed to be appearing in silent mode? I am using code version 2.9.

With a typical plugin, the progress dialog uses its parent for placement. Using the command line, it seems to be defaulting to current cursor location for placement each time a new progress dialog is displayed.

Nope they shouldn't appear in silent mode. We have already 'fixed' some of them since version 2.9. But some might still be visible...
