Hello,
I am currently working on a project in which I am processing a scan of a building interior to appear at the appropriate space, direction, elevation and size when displayed in ArcGIS Pro. While I have been able to georeference the cloud and it displays in the correct space, direction and elevation, it displays at considerably too small a size. As seen in the image below, the 2D outline on the ground is what the size of the cloud should be. My question is if there is a way in cloud compare to scale up the overall size of a point cloud that is already georeferenced?

Yes, CloudCompare doesn't handle units, it loads the coordinates exactly as they are stored in the file.
But you can then scale the points with the 'Edit > Multiply / Scale' feature.
