Is the dip (degrees) the value of the points' normal above the horizon?

Yes, I'm very novice. I have a dataset where I'm trying to identify areas of potential rock slide. I've cleaned it up as best I can and I'm just trying to understand what the dip value actually is: is it the slope of the points' calculated normal relative to the horizon? I appreciate the help. -R
